Baillie mentions Ringler in Antwerp about 1715.
Antwerp is a Flemish city, located in Belgium now, it was a part of Spanish and Austrian Netherlands in early XVIII century.
Regarding the watch style I believe that Antwerp is a real birthplace of the watch, rather than London (which is a kind of prestigious signature, sometimes used by Dutch, Swiss and German watchmakers in XVIII century).
Watch has an outdated construction for it's construction time.
It has just a single hand, which may be quite anachronic in 1710s. Typically for single handed watches - hour wheel is driven directly by fusee, there is no cannon pinion or minute wheel..

Continental balance bridge featuring portrait under the symbolic crown.
Given the year it could be Charles VI, Holy Roman Emperor, who took in Austrian possession the Spanish Netherlands, including Antwerp, about 1713, which corresponds to watch fabrication period.

Silver champleve dial is in perfect condition.
Inner case is generally fine, with some minor play near hinge.
Outer case has soldering traces and repair near the bezel.
Overall nice condition.
